I can't use mobile network since I bought it. It's a Samsung Galaxy S3 SHV-E210L; Android 4.1.2; Baseband Version E210LKLLK5/E210LKL. May be a setting problem.

It may be as simple as manually specifying your Carrier APN settings. A very common problem for users who network unlock their smartphone.
'Settings' > 'more settings' should contain your mobile network settings on a 4.1.2 Android (S3) You would have to search for your carrier info or request it from the company you do business with.
This assumes your mobile is carrier unlocked.
